According to Improving instance stability with rate limiting article, I already tried to install Jira Software Data Center 8.6 via this link. In the System configuration page, the Rate limiting section was shown. Then I tried to enable Rate limiting with limit requests 1 per 10 seconds per user and max request is 2. But when I tried to execute multiple APIs (create filter -> edit filter -> delete filter) at the same time but I cannot receive any HTTP 429 error. I also tried to select Block all requests option but those APIs still executed successfully.
I also checked the response request, there are no header like X-RateLimit-Remaining,... in the response.
I don't know what's wrong with my configuration. Do you have any suggestion?

just to make sure, you have performaed these actions from a terminal window or REST Client out side your browser, correct?
If yes, it could be of help to restart the DC. But other than that, a limit as strict as this should not be too easy to bypass by accident. Maybe if you trigger the same call quite often you will run into a situation where it works as expected, but something clearly seems fishy here.
