Welcome to the community.

It seems that your database in empty,  but you can still drop the DB and delete the confluence and install jira again. See if your problem is reproduced.

Also, here are some other possibilities:

1) Have you copied the Mysql JDBC drive as mentioned in below link?

2) Here is the similar issue but in Linux. It was reported due to the permission of  dbconfig.xml. 

Maybe you can try starting Jira with administrator user.
