管理员无法设置开发设置

图一，“开发设置”点进去

图二，说我没有权限，不是管理员

图三，我是管理员

并且我在这里也全都授予了管理员访问权限

I get it done, since I switch language to English, I found the same problem reported by others and found the solution, so this problem is done.

The solution is about `Permission Scheme`.

And I want to delete this question but it seems I can't, right?

@Leo White - Why you want to delete it? I think it is valuable to keep it even if you found a solution on your own.
