No. You will pay for any users you have in the instance.

The Free plan is free up to 10 users and you don't have several functions.
Standard will charge you even for one user but you have all the standard functions.

No, if you have 11 users with Standard, you will be charged for 11 users. Once you are on the Standard or Premium plan, you pay for the exact number of users that you have. As the number of users increases, at some point it moves to blocks of user (50, then 100, then 200, etc.) instead of exact numbers.
