Signed up to the max 10 user version from Google apps.

Now, all 26 users are there. Deleted them, but they are back.

Do I have to pay for these extra 21 users? If so, how do I disconnect google apps and jira ondemand?

You can manually select which users will have access to which applications. This can be done in the administration panel => user management => Application access
If you deselect the user(s) that you do not want to count against then everything should be OK.

Please note that those users will not be able to access the system.

Under Google management you can select the default application access and group memberships. If you wish that newly created users do not get access you can configure it here.
