if we have e.g. 500 Jira users and want to use an specific app only for 30 users (because the other will never need this app) is it then possible to order only the licenses for 10 users using Jira-cloud? If not, how must Jira-cloud 'be build up' so that this will be possible.

you can do that, although I don't know if it will be worth the pain of having your business' work spread across multiple instances. I don't know which app you're referring to, but typically, apps are priced very attractively considering the value that they provide, even if not all of your users actively use them. You could also try reaching out to the app vendor and discuss your concerns with them; you may be able to arrange a discount. Of course, that's at the discretion of the app vendor.

No, it is not possible, Your Add-on tier needs to be same as the Jira tier.

unfortunately, app tier needs to be the same as JIRA. So the answer is "No, you can't".
