Hi,
I would like to permit users which has no access to my project, but yet creating tickets under my project, to access their own created tickets (only) under my project.
Means, they won't be able to access any of my project tickets, besides their own ones.
Is it applicable?

Welcome to the Atlassian community.
What type of project are you using? Get that information from the Type column on the View All Projects page under the Projects menu.
The responses recommending use of Issue Security Schemes applies only to Company-managed projects. The functionality does not apply to Team-managed projects.
In addition you will have to ensure that the users have the Create Issue permission for your project.
Thanks for your reply, the project type is "Company-managed software" so seems we're ok in this regard!

You could try, the following
Create an issue security scheme with a security level for this all users, except the specific user.
The have automation rule in place that sets this security level on each created issue if the user is not that specific user.
