One of our users received email notifications in the past but somehow it stopped last week. We have created a brand new Notification Scheme targeting a Single User (him) and All Watchers but still, he doesn't receive anything on any action. Any idea?

Can you check whether it is in the user's spam folder?
You can check the 'mail queue' to monitor the email going out and see the 'error queue' as well.
Can you ask the user to check profile settings preferences also you can check the User defaults preferences for all users as "Notify users of their own changes" with Y/N
