I have been using Jira (by myself) with much success at work. It's been running on my laptop. Now, I'd like to move it to AWS so that I can access my Jira from anywhere. Can I go with the cheapest option ($5/month) and expect a reasonable performance? How much RAM does Jira use (without considering the database instance)?

You should be able to fairly do it. 2GB RAM should be good enough. However, if you are planning to grow the user base, then it will quickly be not enough. For up to 10 users and personal use, it will be quite ok.

Thanks

Arun
