Maybe its a Tempo related thing, however could be also a Jira issue.
One of my users was able to log time on a already approved time period.
When doing it the normal way permission was not granted as the permissions are set.
During a workflow operation like a review or reopening, one can log time in the past. Which is ok, but it should not be possible if that respective period is approved already.
Maybe its a persission thing, but i can't figure it out.
Its on Jira Server 8.3.4
It looks quite a bit like this fixed issue:

Fixed: Editing a worklog in the Issue view is still possible after the period is closed for all users. Worklogs can no longer be edited within the Jira Issue view and are moved to a future date if they belong to a closed period.
But however with Tempo 10.8.4 its still possible....should it?
Ok, this is related, but it does not solve the problem. If you want to be rigid about Tempos Worklog, meaning that "Approved" means "Approved and no further log possible", then Tempo seems to be no valid option.
