About JQL international character sets

i upgrade jira to version 516,but found search criteria cannot set to chinese, it shows the below,

To display these characters you'll need to ensure that UTF-8 is set in the webwork.i18n.encoding,
application server and database, so in order to do it I'd advise you to follow this knowledge base article:

Also, check if the Indexing Language is the same as in JIRA 5.1.6 as it was on your JIRA 4.4 instance under your General Configurations.
