Accept issues from public users

Is there a way to accept issues reports from public users, but do not count these users as paid ?

Use Issue Collector. I am assuming that this is available in OnDemand since Issue Collector is an Atlassian plugin.

Otherwise, need to do some custom code utilizing either REST or SOAP (which connects using a fixed user) and put your code in a site of your own.

I do not see Issue Collector available in OnDemand, so I guess I may need to use Downloadble version
