We are in process of data migration however, some data is migrated and some data is not for same project from Data centre to cloud which would take time.
We wanted to know if data can be accessed from data centre to cloud using some APIs or scripts for creating dashboards on cloud for same projects
May I know the reason for data not being migrated? is there any error during the migration or migration is still execution and data is in process of migration?
Jira Rest API has JQL capability, which you can use programmatically to identify total vs migrated counts from both the end points using your preferable programming language.
Re-migration will be always painful procedure as it becomes unclear on cutovers and have freeze period/downtime. If you are facing difficulties with leftover items, then some tools like OpsHub Migration Manager could help you with reconcile leftovers and helps you to validate the migrated data to make sure quality is absolutely acceptable for migrated data.

If you are using JCMA to migrate data from DC to Cloud then may i ask which datais not migrated to cloud? and also, it is very difficult to access the remaining or not migrated data from DC using API.
So i suggest you to check what kind of data is not migrated? if it is a Filters/Dashboards then you can re-run the data migration using empty project and select all filters/dashboards.
I noticed, if there are any filters and dashboards are used cross projects data then they may not be migrated as the another project is not selected during the migration, but in your case i assume you were doing whole DC data to Cloud and should work.
