This is probably the most annoying usability issue in Jira for myself and my users: when action menu (invoked from More Actions link or as a separate action menu) contains more items than fit in the remaining part of the screen, then remaining menu items will be cut from visibility and will never be brough to the front of screen (as menu control is not scrollable). See an example below (there is a number of items below Log Work which are never visible)

I did a quick test on this, but I couldn't reproduce the exact behavior on my end. Note that I am trying this on my test 5.2.2 installation, with Google Chrome and Safari.
Hence, I'm thinking that this perhaps could be a bug. But first, may I know which JIRA version are you currently on, and which browser are you using? Are you able to reproduce the same problem using other browser type (eg: Chrome, Firefox)?

I am also working with Jira 5.2.2. I tried with the latest Chrome, FF 9.0 and IE 9.0 - the behavior is quite consistent. It somewhat improved after I upgraded from FF 4 (which has been my main browser for several years) but still not satisfactory. Main observations:
1) Issue Action menu in a dialog box (invoked through '.' shortcut) - works Ok, scroll bar is present
2) Issue Action menu invoked from the Issue Navigator or from the View Issue screen (the same behavior is for top level Jira menu items)
I can make as many screenshots as needed to illustrate this behavior. Let me know. Thanks!
