'Add Gadget' link on Jira dashboard is missing

We are trying to add a few gadget ot our Jira 4.4.4 standalone dashboard but the 'Add Gadget' link is missing. I hav administration access, and I checked with most of the other user with admin rights. None of the administrator see the add gadget button.

this is found in administration under system dashboard in the top right corner

any erros in app log? also the other users can see that link?
