Add a Button in "People" section of Project setting.

Hi all, 

I need to add a button in the people section of project setting using forge.

while creating the plugin using forge im getting options for the selecting a template , there i cannot see any options for "People" section.

Jira project settings page (atlassian.com) here also no people section is there.

is there any other approach that will help me to achieve this.

Or any other solution like without using forge , can i create a custom button in that particular section.
