Add a User to one Project

How in gods name do you add a single user to one project

Go to Project settings > People to add user to project role.

Now I am getting this message on the user

I cant get it to work... You guys mentioned mutiple ways to do this isn't there a single step procedure to get this done.

if you are admin

1. go to permission scheme and check current permission for project access

2. Click on the edit permission, click on the edit browser permission, add single user (name the single user)
