Add menu item to web-section of another plugin

Is there any way to add drop-down menu item to web section of another plugin?
If i know key values of web-section element?

Assuming you're using Server/DC, you should be able to add to these web-sections using either:

• a simple plugin, with the web-item in the atlassian-plugin.xml
• the 'Script Fragments' feature of ScriptRunner
