i know the possibility to add checklist templates to a project so this will be automatically added to each new ticket...
But how do we have to configure it to have the option that the User can add Checklist if he wants and define the checklist points by him self?

Hi, @Michael Zauner and welcome to the community.
If I understand your question correctly, you want users to have the option to add and edit checklist templates.
Depending on the add-on you are using to add checklists to Jira, this functionality can be limited by user permissions. You may also be limited by the number of templates if you are using a free version of an add-on.
Please let me know if you are using Smart Checklist Free/PRO or a different app and maybe I'll be able to be a bit more helpful.
