How can I add a releases filter in the board view?

Welcome to the community.

Do you mean a quick filter which you can reach easily within the board? If yes, click Configure Board -> Quick Filter.

You appear to be using a Team-managed project, so here is the help for the "Custom Filters" feature: https://support.atlassian.com/jira-software-cloud/docs/manage-custom-filters-in-team-managed-projects/

For Company-managed projects, that variation of the feature is called "Quick Filter".
