I would like to know that if I can add a field to project, so that when anyone creates an issue of the project, added field is automatically in issue instead of manually going to admin-Add field.
Does anyone know ?

There’s a few different ways this could be achieved, depending on what suits you/your team best :)
I’ll just talk through a few of the ways I may be go about achieving this,
1. Empower the user
Add ‘ETA’ field to the creation screen for all issue types within the project, and make it a mandatory field
2. Set a Default Value for the field via a Custom Field Context
This could be beneficial if most users do not know an ETA date upon creation of a new issue
3. Set a Default Value for the field via a Workflow Post function
This may need a little more work, to ensure all relevant workflows have a post-function created to set a date for the ETA field on the ’Create’ transition
