Adding a user to the selected groups will exceed the number of allowed users licensed to JIRA Service Desk

we have 250 license but system shows us there are 234 in use. I can assign licensin to an new Jira Service Desk user

There does not appear to be a question here, so I am a bit lost, but I suspect something, so I'll answer that.

I think you are mixing up "Jira" licences which grant people "user" access with "Jira Service Desk" licences which provide "agent" access.  It is quite common to have different numbers in your Jira, usually a lot of users with only a few agents. 

You do not say whether your 250 licences are for users or agents.  I suspect you'll have maybe 10 agent licences, and they're all in use already, hence the message.

Have a look under "manage applications" to see what sets of licences you have.

So, you have 100 Agent licences, all of which are used, and 250 Jira Software licences of which you are using 229.

Jira software users get access to Jira and can work with projects and Software boards.

Agents get access to Jira and can work with requests, SLAs, and queues etc.

You do not have to make a user be both - a common setup is to have devlopers wit Software access, using it to track their dev work, and then a few Agents (Who may or may not be developers as well) handing all the incoming requests, sometimes asking developers for help, or creating linked issues in development projects for bugs

ok so here is the deal 

question is 

i have this msg under my jira 

JIRA Service Desk 3.9.0

100 agents (100 usedYou are at the maximum users allowed by your license. Manage existing users

and also i have this other msg 

JIRA Software 7.6.0

250 users (229 usedYou are 21 users away from the maximum allowed by your license. Manage existing users

 

 

Jira Service Desk License will allow me to create tickets and do queue management and stuffs?

and jira software license will grant me access to the app? 

  

please correct me if im wrong

also , svce account must have that license?

The question is not very clear. But I hope this will help :

When you add a user to a group with application access, that user automatically counts towards one of your application licenses.
