Adding average time in status line to bar chart

Is it possible to put an 'average time to' line over a bar chart in Jira dashboard chart? So for a bar chart showing number of incidents per week this year, could I put a trend line over it (say a time to resolve average) over same weekly period?

If you consider using other add-ons, option for you can be Time in Status. You can get various real time reports with add-on. To get average time to resolve trend line on a bar chart just 

1. Choose Average Time Report 
2. Sort Item by Project (or Assignee, or JQL etc)
3. Filter issues based on your preferred time (including issues created before add-on installation)

Jira's built-in dashboard charts do not support overlaying an average time to resolve trend line on a bar chart. However, you can achieve this using Timepiece - Time in Status for Jira developed by my team at OBSS.

Status Duration Report in Timepiece

With Timepiece, you can:

 Generate a bar chart showing the number of incidents per week.
Overlay an average resolution time trend (Status Duration Report) for the same weekly period.
 Track how long issues spent in each status before resolution.
Export and filter data for deeper analysis.

And, is it a built-in one or from a marketplace vendor addon?

Hmmm...I do not recall that as a built-in one.  Please post an image of the gadget as it appears on your dashboard.
