Is it possible to put an 'average time to' line over a bar chart in Jira dashboard chart? So for a bar chart showing number of incidents per week this year, could I put a trend line over it (say a time to resolve average) over same weekly period?

Jira's built-in dashboard charts do not support overlaying an average time to resolve trend line on a bar chart. However, you can achieve this using Timepiece - Time in Status for Jira developed by my team at OBSS.
With Timepiece, you can:
Generate a bar chart showing the number of incidents per week.
Overlay an average resolution time trend (Status Duration Report) for the same weekly period.
Track how long issues spent in each status before resolution.
Export and filter data for deeper analysis.
