Hello everyone,
we have a new team member that is tasked with extracting data from sources including our Jira environment. The only way we have currently been able to allow the person to extract data via API was by granting admin rights, which seems a bit far-reaching for our taste.
Is there a specigic role that we could assign a person that needs to perform the described data extraction that does not include far reaching rights such as user management or comparable aspects.

Using API we have the same permission to get information that we have in UI.
You could create a group and provide browse project permission in all projects to it.
I think, with this permission the user will be able to read all information on issues and projects but won't edit or create.
Remember, If you have an issue security in projects, the issues keeping to be restricted, besides any permission.

It really depends what exactly the data the individual needs. What can be extracted is base on their access in the UI. So, if they only have access to a specific project, then it should follow the same permission where they can't pull data from other projects.
However, if they need that global data view to derive overall jira statistics, admin role maybe warranted.
