Hello,
I want to give access rights to some projects only to specific users. I have several admins for our Jira-Cloud, only some should have admin rights to these selected projects.
Can I restrict the genereal admins in a way to achieve this? Something like "you can do everything, but not here"?

as a Jira Admin, each user could add himself/his group as an admin for a project so you can't limit this behaviour.
You can setup admins to not view the project (using permission schemes/roles) on JIRA side but they can see projects at admin level.
Admins should be trusted users.

No, your Jira administrators can administrate everything, they can't be limited to certain projects.
