A notification scheme is in place and the permissions to access the JIRA instance seem to be fine, too.
Still, the administrator does not receive emails about issues assigned to him or emails about changes to an issue that he is watching.

I realized that it has to do with the "My Changes" setting in the Admin-profile. Once this was changed to "Notify me", the emails were sent.
I was wanting and expecting emails to the admin for any new issue, even when created by the admin.
