After migration Jira from server to cloud get this error 'User <admin> does not exist' ?

tried to migrate from JIRA server to on demand

I copied xml backup file and data to webdav.

After import I got white page with this msg

Sorry, we had some technical problems during your last operation.

 

When I open Request assistance find this error

 

com.atlassian.crowd.exception.runtime.UserNotFoundException: User <admin> does not exist
