We are facing below issues while using Jira to manage our requirements,
- Unable to control status changes around requirements (Features / User Stories)
- Requirement defects are not addressed properly
- User stories are not defined correctly with appropriate acceptance criteria
- Building Governance around requirement management using Jira.

you will need to customize your workflow to meet your specific requirements. You can create custom validators, functions, etc., so I am sure you will be able to achieve what you want.
