Allowing adding sub-tasks only if parent issue's status is

Is it possible to allow creating subtasks on an issue only if this issue's (parent issue's) status is <In Progress> when using JIRA default workflow ? Thanks for your support

By default in JIRA, it is not possible.

As a workaround, there is a third party plugin:
