Hello,
I'm interested in more user-facing details of the Jira issue collector? Does the issue collector also allow us to respond to users per e-mail? Or is this collector only a "one-way-solution" that allows users to report issues, but we cannot reply to the users' reports?

It is only one way, but you could use a Jira automation rule to send a response when the issue is created in Jira.
