Currently, some of our team members utilize and rely on a dashboard with a heat map gadget that displays all the labels used in the project by counts. The more often the label count is used, the larger the label appears in the heatmap. The team relies on this as a quick link to separate issue filters for each label, all in one convenient gadget. In the heatmap format, all labels are available in one condensed gadget. As our team has hundreds of labels that they rely on, this is an extremely valuable feature.
As the heat map gadget will be discontinued/no longer available for use, our team is looking for a comparative replacement. Although issue statistics was recommended in the Atlassian guidance below, this gadget produces a long list that makes it difficult to easily find the link to the issues associated with that label, and was not comparable to the team's current use of the dashboard.
Other gadgets, such as pie chart and filter results, were also not functional for the purpose of accessing these labels and their associated issues easily, creating long lists that were not easily navigated.
We tested a pivot table from an app to see if this would offer a potential solution, with the table based on label counts. Although this pivot table allowed users to scroll within the gadget, avoiding the long list taking up a lot of space in the dashboard, it was still not a direct comparison to our current heat map utilization and also was not easy to search within the page.
As our team utilizes the label and heat map gadget in this unique way, are there any recommendations for a possible alternative configuration? Any recommendations would be greatly appreciated!

Try to use custom HTML gadget to your dashboard , you can write your code in html and paste it on your gadget
Another solution have a look in atlassian marketplace where you can found many apps that help you t resolve your problem
One of them it's Colored Label Manager allow you to use Labels gadget where you can filter with project and saved filters too , and about label either jira label or custom label

Looks like you tried most of the alternative options that are available. One other option that you haven't mentioned is to use Marketplace apps.
For example, our app Advanced Label Manager for Jira allows you to manage labels as well as visualize counts/frequencies.

You can filter labels by projects or even use JQL. It has tons of other features to help you have a clear overview of labels and fully control them.
If heatmap is very important for you, please reach out to us at support.narva.net. I think we can develop it as a feature into this app.
