I was wondering if I would be able to create a private task within JIRA?
If not, would it be better to create a project for a user and apply restrictions purely to them so that the user can only create, view and edit tasks on that project for them?

I think you can hide the task from some people.. but I am not sure. But you can create a different account for the user and limit his actions there..
