I'm trying to find one app that will allow me to do the following:
1. Create a template for budget, time, and status info specific to my projects
2. Create tasks from the project plan and track teams work to the budget above
3. Create a report that shows each project line with the budget $,budget WDs, time tracking, status
I can propose you to try one of the add-on developed by my team - Time & Cost Tracker for Jira.
If I correctly understand your needs for the first of your requirments this add-on may help you with :
Task-Level Cost Visibility may be accessed by filtering your tasks by project, timeframes, epic, sprint or any other JQL filter which may help you to solve second requirment.
3. Time & Cost Tracker for Jira provide you two types of reports: Time Report and Cost Repors, as well as EVM report export.

One of the options is to use the Clerk Invoices app for creating invoices based on time logged in Jira and the Clerk Budgets app to track budgets (1 budget for one project).

I think it meets all your requirements but still try to book a demo then confirm all your requirements to them if those are all possible.
