I'm not sure a startup would have sufficient JIRA admin duties to require a full-time position? That's rolled into an SQA or SCM or Scrum Master role coordinating with IT at most companies. I expect you're looking for a consultant to do install/configure/support of JIRA, in which case, yes those exist, but JIRA Cloud is probably sufficient for most startups (unless you have ITAR issues?)
It would be more than just admin responsibility. We are looking for someone to install/configure/support/extend the platform with webhooks and integrations to other system with REST API. This role will not include SQA/SCM but perhaps administration of other systems. We don’t have ITAT, but have other financial compliance issues (PCI). This role also includes the confluence rollout/redesign and administration.

I've worked for a few startups, and it's mostly been brief "get them started" engagements in terms of just doing Atlassian based work. A couple of them morphed into maintenance roles after setup and housekeeping, but even then, they weren't really full time Atlassian jobs. They got me doing other stuff, which was fantastic in terms of learning new ideas and being exposed to things you've not really used before. Is that what you're saying here?

Marcus, Not a consultant, but my two cents - if you've got compliance issues, you may want to have your consultant configure your JIRA workflow to ensure all approvers/stakeholders are embedded appropriately/as desired, not just software dev. We try to have all positions involved in the development lifecycle involved in JIRA, not just software dev.
