I'm sure this question has been asked and answered, but none of the documentation I can find explicitly answers this question:
Are Forms in Jira Software projects available to non-licensed Jira users in the same way Forms in JSM projects are?
These forms are different from JSM forms and are only available to licensed Jira users.
Adding to this...
Software projects use the Forms functionality that was designed for Business/Work Management projects. Refer to

You’re right—this question comes up often, but the answer isn't always clear. Forms in Jira Software projects are only available to licensed Jira users, unlike Jira Service Management (JSM) Forms, which can be shared externally with customers who don’t have Jira access.
If you need to collect responses from non-licensed users in Jira Software, you might want to check out Smart Forms for Jira. It allows you to:
✅ Share forms externally via public links or embedded forms (e.g., Confluence or a website).
✅ Collect structured responses from both licensed and non-licensed users.
✅ Automatically create or update Jira issues from submitted forms.
This makes it a great alternative for teams that need external input while working in Jira Software. Let me know if you’d like more details! 😊
