If I have a project with multiple Boards underneath it (separated by teams) is the Roadmap only specific to Epics associated with one board and can the Roadmap also display Epics from other boards under the same project?

I don't use roadmaps, but I just did an experiment with Basic Roadmaps and a single Company Managed project with multiple boards. My conclusion is that the Roadmap will display issues based on the filter used by the board with which the roadmap is associated.
My experiment:
- One board had a filter for all issues in the project.
- The other board had a filter for issues in the project that had a specific value in Components.
- What I saw was that the Roadmap display issues based on the filter of the board. For the board that was selecting only the issues with a specific Component value, that roadmap showed only those issues. For the board that was selecting all issues in the project, that roadmap showed all issues, including the ones that showed in the board/roadmap that was getting a subset of the project issues.
Advanced Roadmaps, available with the Premium subscription for Jira Cloud, is I think based on a filter that you define to specify the source issues for the roadmap. I have only the Standard subscription, so I can't experiment with Advanced Roadmaps.

A Jira board displays a set of issues based on the filters provided. What you could potentially do is create a board and adjust the board filter query to include other projects. This is what we advise customers who want to use Easy Agile Roadmaps and want to create a multi-project board/Roadmap. You can read more about this here.

Roadmaps are board specific which means that each board will have its own roadmap for its issues.
If you're looking to create a roadmap for more than one board or for more strategic planning, you'd want to use Advanced Roadmaps.
