I'm going to start with Jira and I wonder if all the tools are available,
including the plugins for free, to be able to do the full evaluation of
the tool?
The idea is to carry out End to End Projects, using KANBAN and SCRUM boards,
Test Cases, with sprints and releases.
I need to know if plugins like TEMPO, WBS Gantt Chart for Jira, ZEPHYR
are available for free at the beginning.
Also if BITBUCKET, CONFLUENCE are available.
The general idea is to assemble a complete project and analyze the behavior
and ease of use, to use it in the rest of the company's projects.

for cloud apps you will get free subscription for 10 users

For Server and Datacenter you can get the evaluation license which valid for 28 days and you can generate the new one if you require more time to evaluate the apps.
Same goes for the plugin on Cloud, Server or Datacenter, install the apps and generate a trial/evaluation license.

Are available for free in Cloud (with users limits) with no time-limit.
Here you can get them(tab "Products" => "Get it free").
Apps from external Vendors you can get for free on trial period(30 days) from Atlassian Marketplace. (search by app-name or by filters => try it free).
If you are talking about Data Center versions - there is no free no-time-limit access. You can try them on trial-period.

Please be advised that in Jira Cloud Free there are some limitations, also when it comes to Apps. Some Apps will have a reduced featureset as long as they operate on top of a Free plan - some will not work at all.
