Are next gen Projects and the Roadmap Feature already available in Jira Server 7.12.3?

If yes, how can I migrate from a classic project to next-gen in Jira Server.

Pretty sure, these features will not be included in the next major Jira 8 release.

As per docs, blogs and announcements say, no. Cloud only for now.
