Are the permission groups jira-users and users the same?

I have both the default groups jira-users and users. I struggle with figuring out wich one to use. Are they not the same?

You can find the different permission of each group from administrative page (System -> Global Permission), or this URL <yourJIRAhostname>/secure/admin/GlobalPermissions!default.jspa

Thank you, I think i got it now.

I just got the impression from reading this https://confluence.atlassian.com/cloud/manage-groups-744721627.html that you either have one or another of the groups depending of when the instance was created.
