I've looked at the free JIRA Cloud APPS for requirements and test management, if they are marked as free they tend to ask for an API from another service that means you need to eventually pay for that other service. Is there any truly free ones, I have 100 users on a standard cloud account?

There are several apps that came up when I did a search for "test management" and set the filters to Jira Cloud and Free.
And this is the search I did for "requirements management"

Have you looked through the results to see if any of these are "truly" free and meet your criteria as a "decent" app?
When you're asking about free apps, you're going to get what you pay for. There may be minimal or no support, or you may get only a subset of functionality that would be fully available if you paid for the app. You will rarely find a robust app that is completely free and offers good support, as that would not be a profitable endeavor for the vendor of the app.
