I open the project settings panel and click of "Fields".
Then I didn't find tha custom field section as describe into the official doc : https://confluence.atlassian.com/jira061/jira-administrator-s-guide/configuring-fields-and-screens/adding-a-custom-field
I try typing g+g on my keyboard, I have only "Projects" available into the drop down list.

To see the custom Field section you should has jira admin permission.
Go to (Click on upper right corner Cog item)Admin --> Issues and then left side panel you will see the Custom field section.
If you only have "projects" on the admin drop-down, then you are not a Jira administrator, you just have project admin on one or more projects.
If you need to be an administrator, ask an existing administrator to add you to the admin group(s)
