As a user I can't change labels on some issues

On the majority of the issues of my projects I can change labels, but on some issues I simply can't.

I did not find what was the difference between the one I can and the one I can't:

same projects, same issue type (usually I do that on requirements, don't know if that helps), same status (To DO)

We use

JIRA v7.10.2

Any suggestion welcomed

I suspect the edit screen for that project/issue-type does not have the label field on it.

Thanks for the tip, I will check with the admin when she's back from vacations, but I think the truth is elsewhere as I have different behaviors for different issues of same issuetype (requirement) on same project
