Hi @Snehal Yadav welcome to the community. Since your Jira site is in the cloud, you should be able to access the site from anywhere without needing any special equipment. Do you have another PC to try this with? Is there somewhere else that has a different internet connection that you could try it on? Do other people in your company have issues accessing the site?
On your mobile hotspot, could there be a VPN in use that blocks access to this site? It sounds more like a setup issue than a software issue. I would hope this would help with troubleshooting.
