I have several containers and I would like to give some users full access to some but not others. I have tried several times to do this by giving them manager access to the object however they do not have the right to delete objects. Is this possible or do users need to be admins in order to delete?

It's possible . Here you have permission matrix:

But, I remeber that one of the server version(probably 8.20.X) has a bug, that only allows admin to do this.
