can i configure somehow my project to achieve such functionality? Whne i'm creating new issue Assigne filed = Reporter filed.

add in your create transition a "copy value from other field" post function and copy reporter into assignee field

If you have for each project a different workflow, yes. What exacly is your objective? Is it only one project where you want to have this behavior, then you need for this project a workflow that is only used in this project.
