Hello @Adaptivate ,

are you on monthly / yearly subscription of your Jira site. 
If payment is not paid for the next month, you will get these type of errors.
as they suggested. please go to https://admin.atlassian.com/ , under the billing it will show payment pending.
you can pay here. once the payment done. you site will be up and you  will able to use it.
