Does Atlassian support ftp downloads or at least browsing to the root folder of the JIRA plug-ins ?

If you really need it you can tune it by yourself. I do not see much sense in making jira-plugins accessible via the ftp. It's better if you ask new question describing the business problem you are trying to resolve.

My question is this:  Does Atlassian support FTP downloads of the plug-ins,

for example the file tempo-planner-4.0.1.1.obr is 30+mb

Volodynyr is right.  But "wget -c <download url>" works fine with the download urls
