Atlassian ID Sign Up Error

One of my colleague wanted to sign up an Atlassian ID. In the sign up page, he filled all the blanks. When he clicked sign up button it showed this error.

What is the matter? What should he do?

Hey Liu, 

May you confirm if this is happening with any users trying to sign-up? Also have you recently changed the Network configuration for the environment?
