Tried to update the Plugin Manager, it failed, and the Self-Update Plugin appeared. What is this plugin?

The Self-Update feature was introduced in Universal Plugin Manager (versions 1.6+), it automatically detects and displays new versions of itself in the “Upgrade” tab of the UPM.
