We have a client who claims that they are unable to add attachments when creating new Jira tickets. Do you know how to troubleshoot this?

You might check Issue attachment permissions in Issue Settings.

@Juan Carlos Pin gave the correct answer if your project is a Company-managed project.
If your project is a Team-managed project (don't know if it is? Look for a "Team-managed project" text at the bottom-left corner of any page in the project), check the role of the person who can't add attachments. If it's a custom role (not Administrator or Member), you may have to check the following permissions for that role.
